This little plug-in is what can make reaper do more things with video. Its not 100% accessible, but you can accomplish some tasks with it. Do note that you can insert or make many copies of this effects so that one video processor controls fades, another one controls titles and so on. It would be wise to rename them if this is the case, though it renames automatically when you change presets to reflect what each instance of the processor does.
